Dear all,
In accordance with COMMUNICATION C-ARSA-003-V4, published on February 24, 2026, regarding the Update of the list of controlled substances subject to supervision and special control by the Health Regulation Agency, which supersedes Communication C-ARSA-003-V3 dated July 10, 2025, the following is communicated:
- The products and substances included in said list correspond to controlled substances under international drug conventions ratified by the State of Honduras, substances suggested by the Model Regulations of the Inter-American Drug Abuse Control Commission (CICAD), and other substances deemed appropriate and necessary by ARSA-HONDURAS, with the primary objective of protecting and preserving public health and well-being, preventing misuse and abuse, as well as avoiding addiction and dependency arising from their consumption.
- Any individual or entity that manufactures, prepares, transforms, stores, imports, exports, markets, distributes, formulates, conditions, transports, uses, recovers, recycles, destroys, disposes of, or carries out any other operation, act, or transaction involving the controlled substances and equipment included in the list shall be subject to a strict control regime established by ARSA-HONDURAS.
- This regime includes the issuance of import authorizations, sanitary licenses, company registrations, and any others deemed necessary by ARSA-HONDURAS, with the purpose of maintaining detailed traceability of the nature and scope of the activities carried out.
- For the importation of specialized equipment, it will be necessary to obtain a Special Non-Governmental Authorization for controlled substances, as well as the corresponding Sanitary License authorizing such importation within its scope.
- All companies, once the importation has been completed, must report the corresponding movements and expenditures related to the imported substances, detailing incoming movements, usage, outgoing movements, and final balance.
- The provisions for controlled substances subject to supervision and special control shall apply immediately.
- The controls and requirements detailed for the importation of specialized equipment related to controlled substances shall enter into force within 45 calendar days from the publication of this communication.
The ATTACHMENT includes the List of Controlled Substances, which is subject to modifications in accordance with new provisions issued by the Health Regulation Agency or competent international organizations.
